Revolutionising stroke care: A mobile connectivity breakthrough in East England

A groundbreaking partnership transforms stroke diagnosis and response in rural East England with enhanced mobile connectivity.

Stroke care in the East of England has undergone a significant transformation thanks to an innovative collaboration between Excelerate Technology and the East of England Ambulance Service NHS Trust (EEAST). This partnership enables frontline teams to consult with stroke specialists via video, even in areas lacking reliable mobile coverage.

By providing hospital-grade connectivity at the roadside, NHS clinicians can now administer earlier diagnoses, leading to more efficient treatment pathways for suspected stroke cases. This approach is crucial considering that stroke is a clinical emergency where every minute of delayed treatment can result in 1.9 million neurons lost, potentially leading to permanent disability or death.

The Mobile Stroke Video Triage (SVT) system empowers paramedics to evaluate symptoms in real-time, engage with hospital specialists, and direct patients toward the most suitable care pathway. This could involve thrombolysis, thrombectomy, or TIA outpatient clinics.

Previously, poor mobile signals in rural and coastal areas forced ambulances to take a cautious approach and send patients to A&E, often leading to unnecessary admissions. Such admissions increase the burden on Emergency Departments and delay access to specialised stroke care for those most in need.

Recognising this challenge, Excelerate has developed the Excell system, which integrates a sophisticated cellular antenna with a bonded router to optimise coverage. Trialled across five EEAST vehicles, from October 2024 to July 2025, Excell recorded impressive stats:

  • 93% reduction in reported SVT connectivity issues
  • 100% connection success in officially signal-less zones
  • 64% of uses reported strong to excellent signal strength

One coastal crew in Chelmsford, previously labelled by Ofcom as having zero coverage, experienced uninterrupted video consultations, confirming the system’s potential in challenging settings.

With 40% of SVT consultations now benefiting from Excell-equipped vehicles, crews appreciate the renewed confidence and streamlined patient care pathways. Dependable connections enable paramedics to redirect patients efficiently, avoiding unnecessary hospital trips and optimising resources.

Bethan Evans, Chief Operating Officer at Excelerate Technology says: “For over two decades, Excelerate Technology has delivered mission-critical communications for emergency services and frontline responders across the UK and internationally. From incident command vehicles to mobile healthcare platforms, our solutions have supported NHS Trusts, fire brigades, and resilience teams with secure, high-speed connectivity in the most demanding environments.

“The success of the Excell trial within EEAST proves that robust mobile communications are not a luxury, but a clinical necessity. Reliable communication is non-negotiable in stroke response and this deployment demonstrates how technology can support faster triage decisions, improve patient outcomes, and relieve strain on challenged hospital services. We would like to expand this solution across other ambulance services and parts of the NHS where robust mobile connectivity can literally save lives and improve clinical outcomes.”
